Victim advocates say the lack of transparency on the defense rules — there’s rarely an opportunity for public notice and comment — undercuts their confidence in the Pentagon’s work. That’s why they’re pushing Congress and the White House to force legislative changes.
“Part of it is it’s just the military regulating itself. When it comes to this sort of thing, it shouldn’t be the military making those decisions,” said Miranda Petersen, a policy adviser at Protect Our Defenders. “This is just allowing them to change their own rules to what they see fit, to fix a problem that they haven’t been able to solve.”
The defense orders, she added, “are written pretty quickly and easily, and they can be unwritten pretty easily.”
