When lower-level officers and enlisted men witness misconduct by their commanders, they see a double standard and lose respect for the commander. It’s reasonable to expect discipline and unit cohesion to deteriorate for the men and women serving under such commanders. You can’t have an effective fighting force if the rules aren’t applied consistently and uniformly.
