Webber said the problem lies with commanding officers who have the power to decide whether to prosecute or not. And in the case of Goulet, it was a commanding officer who decided not to prosecute.
When asked if Webber thought when charges like these get dropped, down the line, is the military opening the door for them to commit maybe a more violent crime?
Webber said “that’s what’s happening, that’s what’s happening. It just happened in Santa Cruz.”
