Speier bill would protect military rape victims

San Francisco Chronicle reports:

Women in the military are more likely to be raped by a service member than killed by the enemy – a disturbing fact reported by Rep. Jackie Speier, D-Hillsborough, earlier this year. What’s worse is that the military justice system protects the rapist at the expense of the victim, justice and our military readiness. That must change.
