Retaliation against accusers is common. “Military leaders say they have a zero-tolerance policy for rape, but they have a zero-tolerance policy for those who report rape,” says attorney Susan Burke, 51, whose own firm helps—free of charge—service members who’ve been sexually assaulted to seek justice.
